  • How can I apply for learner’s permit?

    1. Required documents:
    1) National I.D. card or military I.D. card or alien residence permit.
    2) Three one-inch color photos with glossy single-color background, without wearing hat, with clear facial features, bust shot, and were taken within past 2 years. Do not use image synthesis.
    3) One “ordinary vehicle driving license registration form” with qualified health examination and physical fitness test.
    2. Place of application:
    Counter of learner’s permit application at section of driver management in the highway supervision authority.
    3. Fee: NT$100.
    4. Notes:
    1) Applicants must be at least 18 years old.
    2) Applicants can apply for reissuance of the lost learner’s permit (must be within the expiration).
    3) Application for learner’s permit will not be subject to the location of household registration, and application can be submitted at the local highway supervision authority.
    4) The validity of learner’s permit is one year after the permit collection date.

  • Can I use my vehicle driving license when I ride a motorcycle?

    According to Article 61.1.4 of Regulations for Road Traffic Safety, “drivers who have obtained small vehicle driving license can use it for light motorcycle”.

  • What are notes for foreigners registering the test of driving license in our country?

    1. Applying for learner’s permit (not applicable to driving license for motorcycle).
    1) Identity documents (foreigners and people from Mainland China area, Hong Kong or Macau should submit staying permit or residence permit for more than 6 months).
    2) Three one-inch color photos with glossy single-color background, without wearing hat, with clear facial features, bust shot, and were taken within past 2 years. Do not use image synthesis.
    3) One driving license registration form with qualified health examination and physical fitness test.
    i. Please go to public hospitals, public health centers, or hospitals, clinics and groups entrusted by motor vehicles offices for health examination and physical fitness test.
    ii. The result of health examination will be valid for one year.

    2) Applicants must be at least 18 years old.
    1. Automobile driving license test registration.
    1) Required documents:
    i. Identity documents (foreigners and people from Mainland China area, Hong Kong or Macau should submit staying permit or residence permit for more than 6 months).
    ii. Learner’s permit (experience in learning to drive for more than 3 months).
    iii. Three one-inch color photos with glossy single-color background, without wearing hat, with clear facial features, bust shot, and were taken within past 2 years. Do not use image synthesis.
    iv. One driving license registration form with qualified health examination and physical fitness test.
    v. Registration fee: NT$450
    Driving license fee: NT$200
    1) Notes:
    i. Applicants who apply for general driving license test must be at least 18 years old (other than foreign spouses, foreigners are forbidden to apply for professional driving license).
    ii. Driving license will only be issued after passing both written exam and road test. For those who fail written exam or road attest, they have to wait for 7 days before submitting the application again.
    iii. The results of health examination and written exam will be valid for one year.
    1. Motorcycle driving license test registration.
    1) Required documents:
    i. Identity documents (foreigners and people from Mainland China area, Hong Kong or Macau should submit staying permit or residence permit for more than 6 months).

    1) Notes
    i. Applicants must be at least 18 years old.
    ii. Drivers who have granted vehicle driving license can ride light motorcycle.
    iii. Driving license will only be issued after passing both written exam and road test.
    a) Drivers with valid automobile or light motorcycle driving license can be exempted from written exam when they apply for general heavy motorcycle driving license (with a cubic capacity exceeding 50 cm³ and less than 250 cm³).
    b) To register large heavy motorcycle (with a cubic capacity exceeding 250 cm³) driving license test, applicants must be at least 20 years old, completing the training at a legal driving training institution, and pass physical fitness test.
    i. For those who fail written exam or road attest, they have to wait for 7 days before submitting the application again.
    ii. The results of health examination and written exam will be valid for one year.

  • Can I use my own care for general small vehicle driving license test? Is there any limitation on wheelbase?

    1. According to Article 66 of Regulations for Road Traffic Safety, “applicants can bring their own vehicles for the field test of motorcycle driving license and general small vehicle driving license and the rest shall be supplied by the highway supervision authority…”; that is, applicants can use their own vehicles for the test.
    2. Wheelbase for general small vehicle used for test: 2.3 meters≦wheelbase≦2.6 meters (reference value). If the vehicle you bring for the test is with wheelbase more than 2.6 meters, you can still use it for test but the difficulty in passing the test will be higher.

  • How I can exchange the domestic driving license for international driving permit?

    Required documents:
    1. Original copy of national I.D. card or alien residence permit.
    2. Original copy of the obtained driving license (within expiration or reviewing before overdue).
    3. Copy of passport (or name in English provided; it has to be the same as that on the passport).
    4. Two 2-inch color photos with glossy single-color background, without wearing hat, with clear facial features, bust shot, and were taken within past 2 years. Do not use image synthesis.
    5. Driving license fee: NT$250.

  • Can applicants with incomplete fingers register automobile (motorcycle) driving license test?

    Applicants with incomplete fingers on both hands and without missing all fingers or palm in one hand can apply for light or general heavy motorcycle driving license and small vehicle driving license with ordinary vehicle. If they do not have one of the following situations, they can also apply for driving license for large vehicle:
    1) Missing the thumb on both hands.
    2) Missing more than two knuckles on the index finger and middle finger on both hands.
    3) Either ring finger or little finger is completely missing on both hands or with complete functional disability as well as either index finger or middle finger is complete missing or with complete functional disability.
    4) Thumb and middle finger dystrophy on both hands with significant functional disability and are not able to bend and stretch freely.
    5) Index finger and middle finger dystrophy on both hands with significant functional disability and are not able to bend and stretch freely.
    6) Dystrophy below the carpal joint on either hand with significant functional disability and are not able to bend and stretch freely.
    7) Mutilated fingers or palm on both hands, and the grip on either hand is less than 15 kg.

  • What is the qualification required for large heavy motorcycle driving license test?

    Following qualifications are required for large heavy motorcycle driving license test:
    Age: Applicants who apply for large heavy motorcycle driving license must be at least 20 years old; no limitation for the maximum age.
    Experience: Applicants who apply for large heavy motorcycle driving license must have general heavy motorcycle driving license for more than one year as well as certificate of training completion at driving training institutions that are legally registered.
    Physical fitness: Applicants who apply for large heavy motorcycle driving license must pass physical fitness test.

  • What is the qualification for the registration of vehicle driving license?

    1. Qualification:
    1) Age
    a. To register ordinary driving license test, light or general heavy motorcycle driving license test, the applicant must be at least 18 years old. No limitation on the maximum age.
    b. To register large heavy motorcycle driving license test, the applicant must be at least 20 years old. No limitation on the maximum age.
    c. To register professional driving license, the applicant must be at least 20 years old. The maximum age is 65.
    2) Experience
    a. No requirement for light or general heavy motorcycle driving license test.
    b. To register large heavy motorcycle driving license test, the applicant must obtain general heavy motorcycle driving license for more than one year and complete driving training in a legal driving training institution.
    c. To register small vehicle ordinary driving license, the applicant must have learner’s permit for more than three months.
    d. To register small vehicle professional driving license test, the applicant must have learner’s permit for more than six months.
    e. To register truck ordinary driving license test, the applicant must have small vehicle ordinary driving license for more than one year.
    f. To register truck professional driving license test, the applicant must have small vehicle professional driving license for more than one year.
    g. To register large passenger ordinary driving license test, the applicant must have truck ordinary driving license for more than one year or small vehicle ordinary driving license for more than two years, and complete the driving training of small vehicle directly upgrading to large passenger vehicle in a legal driving training institution.
    h. To register large passenger professional driving license test, the applicant must have truck professional driving license for more than one year or small vehicle professional driving license for more than two years, and complete the driving training of small vehicle directly upgrading to large passenger vehicle in a legal driving training institution.
    i. To register trailer ordinary driving license test, the applicant must have large passenger ordinary driving license for more than one year or truck ordinary driving license for more than two years.
    j. To register trailer professional driving license test, the applicant must have large passenger professional driving license for more than one year or truck professional driving license for more than two years.
    If the experiences specified above are completed in the public or legal private driving training institutions following the regulations set in Guidelines of Training Institution for Public Vehicle Drivers, it should be verified and approved by Ministry of Transportation and Communications according to the quantity of vehicles used for coaching registered on the registration certificate. No limitation shall be bounded, and group registration is acceptable. The same rule applies to the submission by the highway supervision authority at municipals to Ministry of Transportation and Communications for approval.
    Drivers holding ordinary driving license for more than three months can register the professional driving license on the same type of vehicle. Other than the registration requirements, they should pass the supplementary subjects for written exam and items for road test.
    2. Required documents:
    a. National I.D. card or military I.D. card or alien residence permit (all in original copy).
    b. Certificate required (learner’s permit or the obtained driving license).
    c. One “ordinary (professional) driving license registration form” with qualified health examination and physical fitness test.
    d. Three one-inch color photos with glossy single-color background, without wearing hat, with clear facial features, bust shot, and were taken within past 2 years; the same as the photo provided on the “ordinary (professional) driving license registration form (health examination form). Do not use image synthesis.
    3. Place of application: Counter at Driver Management Section at highway supervision authority.
    4. Fees:
    a. Registration fee: NT$450
    b. Charge of vehicle used for test.
    a) Motorcycle: It will be charged according to the market price for 1-liter unleaded gasoline #95. It will be waived for those who bring their own vehicles.
    b) Small passenger vehicle and small truck: It will be charged according to the market price for 4-liter unleaded gasoline #95. However, extra 2-liter gasoline will be charged if the small passenger vehicle is appointed to participate in the items appointed by Ministry of Transportation and Communications. It will be waived for those who bring their own vehicles.
    c) Large passenger vehicle and large truck: It will be charged according to the market price for 8-liter premium diesel.
    d) Trailer: It will be charged according to the market price for 10-liter premium diesel.
    5. Notes:
    a. Applicants who register various automobile or motorcycle driving license tests will not be limited by the location of household registration.
    b. The validity of health examination and physical fitness test will be one year after the passing date. It will be invalid if overdue.

  • What are the items of written exam and road test for automobile (motorcycle) driving license and the approval standards?

    1. Written exam: It includes traffic regulations and mechanical knowledge; exam for mechanical knowledge will be waived for those who apply for general driving license.
    2. Road test:
    a. Test items for motorcycle driving license:
    1) Railroad crossing.
    2) Zebra crossing.
    3) Intersection.
    4) Balance on a straight line.
    5) Two-stage left turn
    6) Changing lanes.
    7) Stop and go.
    8) 90-degree turn.
    b. Test items for vehicle driving license:
    1) Reverse into a garage.
    2) Driving forward and backward on a curving road (no point deduction for touching sensor line when reversing on small vehicle driving license test).
    3) Parallel parking at roadside.
    4) Turning round in a curved alley (not applicable to small vehicle driving license test).
    5) Narrow bridge (not applicable to small vehicle).
    6) Ascending and descending slope.
    7) Stable gear changing test.
    8) Zebra crossing.
    9) Railroad crossing.
    10) Intersection.
    11) Road test.
    3. Approval standard: The highest score for each subject is 100 and the standard need to be passed is 85 for traffic regulations, 60 for mechanical knowledge, and 70 for road test. Applicants who do not pass written exam will not be allowed to participate in the road test.
    4. Application for re-test for written exam or road test must have an interval from the last test of at least 7 days.
    5. Notes: Drivers who have granted general driving license for more than 3 months can register the professional driving license test at the same level of vehicle type. Other than the qualification required, they shall sit for the subjects for professional driving license test. The subject for written exam is mechanical knowledge and the items for road test is driving forward and backward on a curving road as well as turning round in a curved alley.

  • Can I apply for light motorcycle driving license when I am 16 years old?

    According to Article 60.1.1 of Regulations for Road Traffic Safety, applicants who apply for ordinary driving license or motorcycle driving license must be at least 18 years old. Currently, there is no regulation about lowering the limitation on age.
